Hector Chagoya has IP experience since 1997 and is the founder of Mextrategy. He was the first in Mexico in obtaining the Certified Licensing Professional (CLP) credential and has been recognized consistently as a leading patent practitioner in several international surveys since 2005, and as expert in Engineering Economy by the National College of Chemical Engineers and Chemists (CONIQQ).

He led the patent practice of a well-known IP firm for a decade. His team filed and prosecuted under his leadership more than 10,000 patents for companies in all fields of technology and ranging from Mexican inventors to multinational companies. His expertise includes patent prosecution in Mexico, and PCT international stages, and also international patent prosecution and management. As well, he provides freedom-to-operate opinions and advice for strategies on substantive issues of patent litigation and technology transfer.

Hector has taught and spoken in numerous events, courses, seminars and congresses at universities, professional societies and organizations, including WIPO or the Mexican Institute of Industrial Property (IMPI), and he taught for 15 years as part of the Chemical Engineering faculty at La Salle University in Mexico City, where he was also part of the Academic Council for 3 years. He also has a variety of articles published and has co-authored chapters in various books related to licensing, patents, trade secrets and IP for artificial intelligence and pharmaceutical products.
Hector is currently part of the CLP Board of Governors. He is Past-President of the Mexican Institute of Chemical Engineers (Mexico City Chapter) and he was International Vicepresident of the Licensing Executives Society (LES) International and was President of LES Mexico. Other leadership positions include organizations such as RedOTT Mexico, and he participates in committees or activities of other societies to which he belongs such as AIPPI and its Mexican group (AMPPI), AIPLA, and AUTM.
